The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from various governments. Significant resources is allocated on containing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv faced the early updates: several casualties, damage and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are clearly incapable to fill in the short term.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This trend will, certainly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
